Specialist for Student Services

SUMMARY OF DESCRIPTION OF CLASSIFICATION:
The Student Services position is directly responsible for working with students, parents, school personnel and private and public agencies to enable all students to secure to the maximum of his or her ability the benefits of an education and ancillary services so that he or she can function in society. This is a 12-month position.
QUALIFICATIONS:
- Have a master's degree from an accredited institution or eligibility for Administrator I Certificate.
- Has completed a minimum of three yeas of successful teaching.
- Experience as a guidance counselor, principal or assistant principal preferred.
- Experience with state assessment system also preferred.
- Demonstrates knowledge of child development, learning theories and effective teaching techniques.
- Has demonstrated leadership ability.
- Has good interpersonal communication skills both verbal and written.
- Has a willingness and capability to work beyond the normal workday.
- Must possess outstanding human relations skills.
- Must possess outstanding knowledge of the services needed by students.
- Must possess skills to write and administer grants
DUTIES:
- Visits homes and talks with parents and students who need help in relating to the schools.
- Works with school counselors and staff as well as other agencies for the purpose of developing services for students.
- Supervise and lead in the continuous development of the guidance program.
- Serve as the school system control contact with MSDE for the administration of the state testing program.
- Assists the student, through individual and group process, to assume responsibilities for his/her actions, to achieve self understanding and to resolve conflict.
- Assists parents and school staff in providing for the student's basic needs.
- Assists in the identification of the student with adjustment problems (i.e., attendance, discipline) by studying all available information regarding the student, by observing the student in the classroom and in other activities and by visiting the student's home and consulting with the parents.
- Maintains a case record on each referred student and coordinates the activities of all persons working with the student.
- Explains school programs and interprets school policies to students, parents and community personnel.
- Serves as education representative on community agency advisory committees (i.e., Interagency Committees at Somerset County Health Department, Somerset County School Health Council); serves as member of Local Coordinating Council (LCC); Local Interagency Coordinating Council (LCC); Local Management Board (LAB), representing Somerset County Schools.
- Presents testimony and makes recommendations at court hearings and provides information to Juvenile Services Administration personnel.
- Investigates non-resident and school boundary cases and requests for student transfers.
- Participates in the development of policies.
- Reviews reports on suspensions and withdrawals and works with school personnel in developing programs to prevent such problems.
- Speaks to faculty, student and parent groups regarding available pupil personnel services.
- Assists in the referral of child abuse and child neglect cases to proper legal authorities.
- Serves in various capacities when a crisis arises in the educational community.
- Serves as the student's advocate in selected cases of suspension, expulsion and withdrawal.
- Serves as the Superintendent's designee for suspension and expulsion conferences.
- Assists in home/hospital teaching program. Also serves as a liaison between Board of Education and various local agencies (Department of Social Services, Health Department, Juvenile Services, Salvation Army, etc.).
- Supervises school nurses and meets with school nurses on a regular basis (relating to health problems, attendance, immunizations, home visits, etc.).
- Homeless Children Coordinator.
- Perform other duties as assigned by the Superintendent.
