The General Assembly
enacted Senate Bill 856, the Bridge to Excellence in
Public Schools Act on April 4, 2002. The
legislation restructured Maryland’s public school
finance system and increased State aid to public
schools. The legislation also stipulated that the
State must set academic content and student
achievement standards, ensure that schools and
students have sufficient resources to meet those
standards and hold schools and school systems
accountable for student performance. In turn, local
school systems must develop a five year
comprehensive master plan that includes goals and
strategies to promote academic excellence among all
students and to eliminate performance gaps that
persist based on students’ race, ethnicity,
socioeconomic circumstances, disability, and native
language. The following is a summary of the
Somerset County Master Plan in accord with Senate
Bill 856, the “Bridge to Excellence” and the State
of Maryland’s Master Plan in accord with “No Child
Left Behind.”
